3 Minutes of Silence

MGM GRAND Macau together with its team, guests and visitors stood in silence for three minutes to remember the victims of the Sichuan earthquake disaster.


Macau, 19th May 2008 – In accordance with the announcement of the State Council, MGM GRAND Macau’s team members stood in silence for three minutes from 2:28 p.m. on the first day (May 19) of the three consecutive mourning days to remember the victims of the Sichuan earthquake disaster. All activities at MGM GRAND Macau were suspended from operation during the three minutes of silence. Announcement was broadcast and signs were placed within the hotel and casino to notify guests about the National Mourning. Guests showed support to the arrangement. MGM GRAND Macau together with its team, guests and visitors solemnly bowed their heads and joined the silence to express their compassion.

Gaming Sector Frozen

The Government will not consider issuing more casino operation concessionaires in the foreseeable future.

The Chief Executive Ho Hau Wah (何厚鏵) told legislators that the decision will be formalised through legislation.

He also announced that new landplots, including reclamation landplots due to be authorised by the Central Government in the future, will no longer be conceded for casino development projects.

However, landplots that have already been conceded will not affected by the decision.

Meanwhile, the number of gaming tables and slot machines will also be controlled, and no further additions will be allowed before new measures are announced.

Slot machine parlours will also be ordered to move away from residential areas.

The Government will also legislate to control the commission provided to casino brokers, and a review will be conducted to service contracts.

Checks will be made to the qualifications of senior management personnel of casinos, with licences will be granted to them once they passed the checks, and casino operators will no longer be permitted to take part in running public utilities businesses.

Ho also emphasised that he will not allow casino operators to take part in the Government’s policy-making processes, when answering a question raised by Legislator Leong On Kei (梁安琪) which had already been answered by the Chief Executive.

The Secretary for the Economy and Finance Tam Pak Yuen (譚伯源) said in the press conference after the Chief Executive’s question time that these new measures will be in force immediately in principle, apart from the commission regime of casino brokers and licensing of casino managers.

He admitted that the speed of Macau’s gaming sector development is faster than expected, saying that if the sector developed at a speed over the course of 10 years, problems of resource shortage like Macau is having today should not have been emerged.

There are 29 casinos in operation in Macau, with about 4,000 gaming tables. In addition, about four to five casinos are being constructed in Cotai.

No Plan To Lower Gaming Tax

The Government denied claims by Stanley Ho who told local press yesterday 28th January) that it is considering a ‘rebate’ to certain amount of gaming tax to casino concessionaires.

Jornal Va Kio quoted a source from the Government as saying that it so far has no plans to lower gaming tax, and it felt ’strange’ by Ho’s ‘rebate’ remarks.

The source pointed out that it is the Legislative Assembly which has the power to decide on taxation, and there is no rebate on gaming taxes during the 2008 budget bill, and hence such ‘rebate’ to casino concessionaires is simply impossible.

Meanwhile, the existing gaming law has to be amended before any gaming tax rate is to be readjusted. Such amendment in legislation has to be approved by the Legislative Assembly.

The Government so far also has no plans to amend the gaming legislations, the source said.

Stanley Ho told local press in a delivery ceremony of the ICBC to Seng Heng Bank that he ‘heard of’ the Government considering rebating certain amount of gaming tax.

There has been demands from a local casino concessionaire to lower gaming tax in order to enhance competitiveness in the market.

Current gaming tax in Macau stands at 35% of the gross income, plus a maximum of 5% of contribution to support Macau’s construction, social security and the Macao Foundation.

欧文龙贪污开庭审理

对前运输工务司司长欧文龙因贪污、洗钱以及滥用职权有关的审判于昨日(11月5日)上午开庭审理。

终审法院院长岑浩辉用5个小时宣读了长达100多页的起诉书。在欧文龙坚持其答复权之后,法庭允许欧文龙用20分钟的时间进行辩护。

起诉书中称,欧文龙收受一些公司的贿赂,作为回报将公务项目承包给这些公司,这些公司包括新明辉、中铁大桥连合体以及通利。

涉及到的公务项目包括澳门蛋(澳门东亚运体育馆, Macau Dome)、西湾大桥(Sai Van Bridge)、关闸广场(Praça do Portas do Cerco) 地下巴士总站、亚马喇回旋处(Ferreira do Amaral Roundabout)、澳门科学馆(Macao Science Center)、理工学院体育馆(Polytechnic Stadium)。

金都酒店(Grand Waldo Hotel)、星际酒店(Starworld Hotel)以及澳门威尼斯人(Venetian Macao)项目均牵涉本案,在这些项目中,欧文龙收受建筑公司的贿赂来加快审批及验收工作.

Suicide & Gaming related murder

Earlier this month, there were 4 cases of suicides & attempted suicides reported within two days. Interesting facts: all were males with ages between twenties to fifties.

One jumped from a building and crashed onto a car. One attempted to jump into the sea but was rescued. One, in his twenties, was sitting on the ledges of air-con fittings outside his window (paper sited emotional reasons). Another was found dead with corpse floating on the coast along Friendship Bridge.

According to an uncle which sold me me almond biscuit near St Paul Ruins, their common binding thread was GAMBLING. That was conveniently glossed over by the paper. I asked him how many cases of suicides occurred annually in Macau, all he said was a lot. Maybe just like Singapore, 1 per day? But in term of population and density, suicide rate would be higher in Macau.

Just yesterday, it was reported that a woman attempted suicide along the coast of Macau but was averted by the husband. Paper mentioned that they were quarreling. What were they arguing about ? Not reported. Anybody guesses.

PS: A gambling related murder case just happened 2 week ago : “A couple who works as managers in a VIP room in a casino were found murdered in a golf course in Zhuhai. Wynn Macau Will Bring Revolution

A local academic claimed that the opening of Wynn Macau will bring “revolution” to the gaming sector because of its market strategy and focus.

Director of the gaming research branch of the University of Macau, Fong Ka Chio (馮家超) told Macao Daily News that indications show that Wynn Macau is likely to aim for middle-class gamblers, which means they aim not only visitors from mainland China, but also Hong Kong, Macau and South East Asia.

He gave the design of the Wynn Macau complex as an example, saying that Macau public sector workers can get access to four of its six restaurants by passing through a special corridor.

He pointed out that those restaurants are “high-class”, and clearly aimed for local public sector workers. who are generally better paid. Meanwhile, the gaming tables seem to aim for customers who gamble for leisure.

The unique service that Wynn Macau appears to offer may take themselves to the lead in a short term, he said.

The comprehensive business activities of Wynn Macau, which includes hotel, retail, conference and exhibition and eateries that all of them are under their direct control, may make them very competitive in changes of market.

So far, he did not know whether Wynn Macau will copy from experiences from Las Vegas that tailored services will be available to customers as long as they provide their personal information, but whether this will work in Macau very much depends on how customers feel.

As long as they feel comfortable about the tailored service, then it will be successful, he said.

He claimed that Wynn Macau may bring new source of customers to Macau by offering tailored services and “fans” who like the Wynn branding.

It is even likely that middle-class customers who like to gamble in Las Vegas will come to Macau instead, he claimed.

He also pointed out that the interior design of the complex has taken into account the habits of the East.

Different market focus means that Wynn Macau will be competitive in Macau’s gaming sector, in comparison of Las Vegas Sands, he said.

Beware of Fake Casino Website

A fake casino website based in mainland China was found.

The Consumer Council received an inquiry from a Malaysian resident, who had received an SMS message from someone from “MGM Malaysia Office” who claimed that he had won a cash price, and asked him to deposit money to the “Macau Trust Fund”.

The Malaysian pointed out that the address of that “Malaysia Office” does not actually exist, nor the telephone number is not registered. The “office” claimed that he can verify at its “headquarters” in Macau, which he did so.

Investigations by authorities in Macau show that the website was registered in Dalian, mainland China. The owner of the telephone number displayed on the website speaks fluent Mandarin.

The website (www.migome.com) was still operational at the time this article was published. It copied from Sands Macau website almost completely, and can easily fool foreigners who do not know Macau too well.

The Consumer Council has referred the case to the Judiciary Police and the Office of Telecom Regulations for further investigations, and appealed to the public not to trust the contents of websites easily.
